暴政總是讓一些年輕人剛剛步入獨立人生，便承擔起本不該讓他們承擔的沉重的
家庭和社會負擔。也正是家庭和社會責任早早的承擔，使這些年輕人最可能成為
未來維吾爾民族獲得自由的先聲。

激進與溫和    林保華
太陽花學運佔領議場的最後一晚，我到二樓“奴工”那裡，他們態度比較
激進。我在那裡對他們說，我是永遠的激進派，但是也講究策略。那時大
家情緒高昂，我對此並未詳加解釋。其實，長期以來，不論是中國、香港
的民主運動，尤其是台灣的公民運動，我一直關注激進派與溫和派的關係
，以及我自己如何取態的問題。在太陽花學運告一段落的時候，未來怎麼
辦，這個問題又提到日程上來了。

若干年前，看到香港遊行隊伍中出現龍獅旗，又好奇，又感慨。應該是我們這一代享受過英國殖民主義福蔭的人才做的事，居然由與英國殖民主義沒有多大關係的年輕人出來扛旗。此後，我很注意這面旗幟，也注意相關的人事。

 

去年年底，在香港一位朋友的辦公室裡拿到一份《龍獅報》的創刊號，元旦遊行又拿到第三期，當然還有香港朋友寄來的兩面貨真價實的龍獅旗。大約兩個月前，台灣聲援香港捍衛的新聞自由時，我們搬出龍獅旗，強烈顯示香港的今不如昔，中國殖民主義不如英國殖民主義！包括新聞自由，乃至經濟、民生的各個領域。

 

這就是香港年輕人抬出龍獅旗的實質意義。中國殖民主義者不敢面對這個丟臉的現實，便把龍獅旗上綱上線為「港獨」加以批判。其實如果真是「港獨」，自然是另外設計的旗幟。

中國的殖民主義，不如英國殖民主義，這個畫面，也曾經在台灣出現過。那就是二戰後台灣人嚮往「祖國」，結果是「祖國」不如「日治」，甚至出現「二二八」屠殺。這點，會不會也在香港出現？看看駐港共軍不斷軍演，甚至在九龍半島拿槍對著中環，使人心寒。難道會出現「香港二二八」？

 

更不幸的是，當馬英九與中國以黑箱作業形式簽署類似香港“屍爬”（CEPA）的服貿協議引發民眾強烈抗爭後，馬英九下令台灣鎮暴警察在三月二十三日流血鎮壓佔領行政院的學生，就恍如台灣版的「六四」，或者是中共借刀殺人的「二二八」？

 

香港距離一八四零年的鴉片戰爭已經一百七十多年了，台灣離開甲午戰爭也已經一百二十年了，難道中國殖民主義一定要重演一百多年前的歷史？台灣離開「二二八」也超過一個甲子了，共產黨一定要與國民黨比賽誰殺人更多？這就是中國人引以為傲的中華文化？

 

以龍獅旗為標誌的香港自治運動，要求的是香港真正的高度自治，但是北京現在說，自治是北京給予的，亦即可以給，也可以不給。現在北京對香港的強硬態度，意味著北京在收回對香港的高度自治承諾。也就是香港逐漸「西藏化」與「新疆化」，而台灣則是在「香港化」。

 

在民主潮流浩浩蕩盪的今天，我就不相信，中國的倒行逆施可以永恆下去。在民眾日益覺醒的今天，台灣、香港、西藏、新疆，乃至整個中國，都必然有自由民主的一天。

泛民上海行“百花齊放”    林保華

香港立法會主席曾鈺成4月11日率領57名立法會議員抵達上海，展開2日訪
滬行程。由於其中有一部分是泛民議員，其中有“黑名單”人士，因此被
視為中共的“寬洪大量”；加上此行的主題是與北京官員討論香港的政治
改革，具體來說就是普選的議題，因此自然格外引人注目。
香港立法會共有70名議員，這次只去了57位，沒有去的，就是泛民的另一
部分議員，但是即使去了57位，還因為梁國雄海關被阻，又有幾個聲援梁
國雄而沒有參加會議，提前回香港，因此在上海與京官交流的泛民議員更
是七零八落了。
曾蔭權取代董建華出任特首後，2005年曾經安排全體立法會議員訪問廣州
，包括黑名單中的泛民議員，當時頗獲好評。這次中方重施故技，以為也
可以獲得好評，然而現在時空不一樣，這次表面上還是參觀訪問，但是安
排與北京官員討論香港敏感的政改議題。因此除非北京做出讓步，否則就
只是善意外表下的實質堅持，因此泛民內部回應分歧，有主張參與的，有
乾脆拒絕的。
從名單來看，泛民的本土派與激進派，一開始就拒絕參與。這包括毛孟靜
、范國威、黃毓民、人民力量等。激進的社民連理應拒絕，但是社民連的
梁國雄因為另有所圖而參加，果然因為服裝與攜帶紀念六四物品而被海關
阻擋，他也以即晚回香港表達抗議。
相對比較溫和的泛民，參加人員也反映了某些心思，例如民主黨的正副主
席劉慧卿、蔡耀昌都沒有參加，連前主席何俊仁也沒有去，卻去了可能成
為接班人的黃碧雲，似乎在培養與中共打交道的能力；工黨主席、也是支
聯會主席的李卓人也沒有去；公民黨黨魁梁家傑去了，但是主席陳家洛沒
有去。總之，泛民整個心態都比較保守，即使去了，也留有一手。民主黨
更因為曾經與中聯辦接觸，達成妥協，接受北京的政改方案而被嚴厲批評
，而北京滿足於分化了泛民而沒有後續動作，讓民主黨感到寒心，對任何
與北京再接觸的活動都保持高度警覺。
14名泛民議員到了上海，梁國雄當晚回香港後，同行的工黨議員何秀蘭及
張國柱以泛民已有共識，14人一起去，任何人出事，就14人一起走為由，
決定回香港，但是因為沒有買到當天的飛機票而延至第二天回香港。公民
黨的梁家傑也在第二天回到香港，在上海的湯家驊則隨團全情投入考察行
程，而郭榮鏗及郭家麒卻在上海街頭派政改單張，一個黨有三種不同做法
。留在上海的泛民議員大部分也沒有參加原定行程而自己活動。何俊仁雖
然沒有去，卻不贊同工黨的做法，認為泛民到上海身負任務，不應該會沒
有參加就回香港。
泛民的這種做法，有人說是“分裂”，從正面來說，叫做“百花齊放”，
體現民主政黨的多元性。
那麼會議情況又如何呢？《明報》社評的標題是“上海行低開平收 為良
性互動創造契機”，顯然認為即使收穫不大，還是有收穫。當然，另外一
種觀點認為這完全是北京在作秀，果如是，則這些議員就淪為中共的“人
肉佈景板”了。
10名民主派議員與3名中央官員（港澳辦主任王光亞、中聯辦主任張曉軍
、全國人大常委會副秘書長兼香港基本法委員會主任李飛）的討論過程和
內容，時間長達兩個小時，完成了形式上的接觸，也就是這次作秀的目的
。問題是會談的內容如何？達到什麼樣的效果？
根據馮檢基（民協立法會議員）形容，末段討論約50分鐘，與官員以一問
一答形式互動而“大有自由搏擊的感覺”。什麼叫做“自由搏擊”？是享
受到“言論自由”了嗎？如果這個言論自由能夠影響對方，可以算是“成
績”，但是如果對方像是一堵牆，任你大喊大叫，“我自巋然不動”，媒
體也進行封鎖，那麼這種言論自由還不如“狗吠火車”，因為別人還可以
聽到狗吠，但是中國民眾，誰知道泛民講些什麼？
而根據報導，一位泛民議員說：王光亞叫泛民要在“求大同存大異”下通
過政改，這意味著特區政府將會提出一個極保守方案。1950年代，中共推
出國與國之間的“和平共處”5項原則，呼籲彼此“求大同，存小異”，
如今要泛民“存大異”，可見泛民比那些非社會主義國家還不如，幾近梁
振英私底下所說的“敵我矛盾”了。如果要泛民認同“存大異”的政改版
本，那不是說泛民與北京非“一拍兩散”不可？那麼泛民這次真的是完全
被利用了。
當然，中共官員有唱白臉的，也有唱紅臉的，也有泛民立法會議員透露，
張曉明就指泛民並非全部不愛國愛港、日後可以再溝通云云，不過這位議
員也表示，這只是公關式說話，無非不想香港人覺得他們橫蠻無理。
其實許多爭議的焦點還是北京要把住“愛國愛港”這個關口，傾全力堵住
公民提名，而要其控制的選委會提名，來篩選掉“不愛國、不愛港”的泛
民候選人。然而是否愛國愛港有如何用法律條文來界定？就是基本法裡面
也界定不出來，只能靠政治力來蠻橫地介入了。
當然，這次接觸也不是一切都是定論，還要等走完諮詢過程的程序，因此
香港人如何行動起來，向北京與特區政府施壓，是目前的關鍵所在。原先
的“占領中環”時間沒有定下而搖擺不定，因此又冒出“民間占領”的呼
聲，顯然受到台灣太陽花學運占領立法院的鼓舞，但是能否成功，主要還
是看人民能否發動起來。而這，與泛民能否團結而不是各行其是有很大關
係。

《林保華專欄》這輩子第一次躺在通衢大道上

由海外的中國公民力量主辦的「第九屆族群青年領袖研習營」，四月廿四日到廿七日在台北舉行，台灣維吾爾之友會是協辦單位之一。與會的有來自中國的維權人士，及維吾爾、圖博、蒙古等民族，以及來自香港、澳門和海外其他國家的中國異議人士，當然也有台灣人。
族群研習營一向主張非暴力抗爭，除了理念，還有具體的教戰。天賜良機，開會時候正是太陽花學運告一段落，反核運動又在如火如荼開展的時候，給與會者提供學習參觀的機會。因為會議安排緊湊，所以有的與會者沒有觀察的時間，有的擔心將來被馬政府禁止入境而不敢，但我們也帶了一些中國、美國與香港的年輕朋友，在晚上活動結束後到立法院周圍、凱達格蘭大道觀看，甚至去義光教會向正在禁食的林義雄致意。
廿七日夜裡，陪同中國維權律師觀看反核人士佔領忠孝西路的行動後，就在忠孝與中山十字路口靜坐，在十分疲倦的情況下我躺在地上，這該是一生中第一次躺在通衢大道上，仰望烏黑的天空，即使面臨清場的威脅，也感受到台灣這塊土地的親切、溫暖。
可是，說台灣，道台灣，台灣本有好河山，自從出了馬皇帝，八年已有六年亂。我們不得不站出來，保護這一塊值得我們付出的土地。
到天快亮的時候，卻面臨「霹靂小組」的強行清場，在噴出水柱後看著他們一個個拉走坐在我身旁的年輕人，後來也拉到我了。我在痛斥馬英九之後，遵照非暴力抗爭的守則，全身放軟，以增加霹靂小組的難度、磨掉他們的時間。他們拉住我的四肢抬走我時，就像離開母體掛在半空中失去依靠。我拉住其中一個的衣服，避免被摔在地上傷了頭部，但是被他粗暴地拉下我無助的手，然後他們把我摔下。由於極端憤怒與過度疲累，導致我一度昏迷送醫院，所幸並無大礙。
我相信，台灣這場由馬英九逼出來的新公民運動，對未來中國的公民運動必將產生深遠的影響。我們看看四月廿八日美國自由亞洲電台報導中國社會動盪不安的消息：茂名、杭州的環保抗爭；四川格爾登寺僧人示威被捕；東莞裕元鞋廠工人被逼復工；山西省委爆炸案真相不明，嫌犯卻被判死刑立即執行；多次爆出中共高層權力鬥爭內幕的北京著名女記者高瑜失蹤等等。
不顧被中共奴役的老百姓，馬兒皇還要台灣併入中共專制牢籠，也向中國社會的戾氣與不安靠攏，由國家暴力的霹靂小組來帶頭，如果台灣人民再不迎頭痛擊，不但對不起這塊土地，也讓我們自己成為馬英九投共的祭品。為了台灣土地與我們自己，幹！

Fast shows Lin’s fierce dedication to democracy

Former Democratic Progressive Party (DPP) chairman Lin Yi-xiong (林義雄) began a hunger strike on Tuesday to demand that the government stop construction of the Fourth Nuclear Power Plant in New Taipei City’s Gongliao District (貢寮). Lin has put his life on the line to rid the nation of nuclear power in a heroic and honorable way worthy of the highest praise.
This nation is small, densely populated, surrounded by water and in a seismically active zone. It does not need nuclear power. Why does the government keep on acting as though it is desperately needed? How can the government guarantee that there will never be a problem with atomic power after the disasters of Chernobyl in 1986 and Fukushima Dai-ichi in 2011? In the event of an accident, where are residents and visitors expected to go?
President Ma Ying-jeou (馬英九) insists on building nuclear plants. Apart from his policies aimed at helping large corporations make money, his daughters live overseas and have foreign passports. Ma has his own airplane and can escape a disaster at any time. This is why he remains unswayed, regardless of whether those against nuclear power account for the majority in opinion polls or how many people take to the streets in protest.
Taiwanese have been fighting against nuclear power for decades and Lin has always been involved, because this is something he believes in deeply. At 72, he is on a hunger strike with no set finish date. He has also written his will, which shows that he is willing to become a martyr, so it is little wonder that his friends and the public feel extreme unease with what he is doing.
Lin’s actions are the result of a lot of deep thinking. He must be abjectly disappointed with Ma’s stupidity. The Sunflower movement, in which Lin saw young students and others bravely stand up and be counted to protect the nation’s future, prompted him to join them in silent protest. This must have made him wonder what he could do for the protesters, especially when silent protest and occupying the legislature and the Executive Yuan were not enough to move the gang that holds power and controls the nation. This is why Lin is risking his life for future generations.
Lin’s hunger strike — amid attacks on Ma from all corners of society — may compel the president to listen to public opinion and force his administration to make reforms. However, will Ma really listen? Given his selfishness, stubbornness and cold-blooded nature, he is not very likely to listen to anyone, which just increases public concern over Lin’s health and life.
Lin has been to prison for supporting democracy and even went through the Feb. 28, 1980, murder of his mother and twin daughters at their former family residence — which is now the church where he is conducting his hunger strike — by an unknown assailant.
However, he never sought revenge and instead persisted in the hope of helping to build a democratic nation and reconciliation. Now, he is ready to risk his life, which makes him a Taiwanese version of former South African president Nelson Mandela.
Ma spends all his time currying favor with the Chinese Communist Party and big business, while selling out the nation’s sovereignty and the interests of Taiwanese. Ma thinks this makes him worthy of the Nobel Peace Prize.
He knows no shame.
Premier Jiang Yi-huah’s (江宜樺) visit to Lin at the scene of the hunger strike was merely an act. Taiwanese should all know that Ma is the one who insists on nuclear power and that Jiang is just a puppet. If anything happens to Lin, the president, who is busy hiding behind the scenes, should be the person held solely responsible.

〈自由廣場〉《林保華專欄》他才是台灣的曼德拉

民進黨前主席林義雄，昨天上午開始禁食，以自己的性命，爭取台灣成為無核家園。這一義舉可謂「捨生取義，為民稱雄」。
台灣地小人多，四面環海，又是地震帶，而且不是非有核電不可。為何非建核電廠不可？如果以前沒有認識到核電意外的致命危害，那麼經過一九八六年烏克蘭的車諾比核事故與二○一一年的日本福島核災，難道台灣可以保證萬無一失嗎？一旦出事，台灣人往哪裡跑？
馬總統堅持興建核電廠，除了他的親財團路線，必須為財團開闢財路；而且兩個女兒長居外國，已經成為外國人，不存在「不孝有三，無後為大」的問題；總統本人也有「空軍一號」可以隨時逃命，所以不論民調中反核民眾如何佔多數，也不管上街反核的民眾有多少，他就是馬耳東風，風雨不動安如山。
台灣民眾反核反了幾十年，林義雄更是一路走來始終如一，因為這是他根深柢固的理念。這次，他以七十二歲的高齡，為反核進行無限期禁食，而且沒有退場機制，並且留了遺書，顯示了他鐵一般的殉道決心，也怪不得他的戰友們以及一般民眾，不勝悲戚。
林義雄選擇這個時機以自己的性命來為反核做最後一擊，相信也有一段的思想醞釀，對馬英九的冥頑不靈極度絕望，而太陽花學運對他的觸動，讓他有感於青年學生勇敢地站出來挽救台灣的未來，為此低調地陪伴學生靜坐。他自然會想到，他也應該為年輕人做些什麼？只是靜坐與佔領顯然還不夠，因為不會感動那些掌權的特權集團。為了台灣的下一代，他拚出了無價的性命。
林義雄出來，也是因為這個時候馬英九處於四面楚歌的時候，也許會逼使他比較傾聽民意，改惡從善；也讓太陽花學運有後續動作逼迫馬英九政府進行改革，以造福台灣這塊土地與人民。但是馬英九真的會傾聽民意嗎？以馬英九的自私、顢頇、頑固、冷血，我對此並不樂觀，因此而更為林義雄的健康與生命憂心。
林義雄為台灣的民主事業坐過牢，更因為一九八○年的林宅血案而獻出了他的母親與雙胞胎女兒的性命，但他沒有鼓動報復與採取行動，而是希望實現台灣的民族和解；如今又為台灣人民長遠的福祉準備獻上他的性命，他才是台灣的曼德拉。馬英九以極端自私的心態巴結共產黨、巴結財團，出賣台灣主權與人民利益，卻要以此爭取諾貝爾和平獎，如果這不叫無恥，什麼叫做無恥？
行政院長江宜樺出來探望林義雄只是作秀，因為誰都知道，堅持核電的是那個獨夫馬英九，江宜樺只是傀儡而已。如果林義雄有何三長兩短，唯躲在幕後的那匹老馬是問！

There is resentment among supporters of the pan-green camp with the Democratic Progressive Party (DPP) for failing to live up to expectations.
Yet while the DPP has not achieved its full potential, it is maturing. This is why, under the influence of the Sunflower movement, DPP Chairman Su Tseng-chang (蘇貞昌) announced that he was withdrawing from the DPP chair elections.
Sometimes, taking a step back makes it easier to resolve problems. This is true not just for Su, but also for the DPP and even for Taiwan as a whole. Of course, this all depends on the party’s future performance.
The DPP has long been afflicted with factional battles and inner-party political calculating, with the result that even when good things are achieved, they are often shrouded in conspiracy theories. The Sunflower movement was also internally divided, and the occupation of the Executive Yuan, withdrawal from the Legislative Yuan and subsequent surrounding of Taipei’s Zhongzheng First Police Precinct station should serve as a good lesson for the DPP, as it showed that the key is to remain humble and disregard personal interest.
Hopefully, the next generation of DPP leaders have been less affected by the party’s factionalism.
As a supporter of the pan-green camp, I do not question Su’s sincerity in dropping out of the DPP chair elections, but I do not belong to any faction within the DPP.
I often share in the enthusiasm of grassroots and overseas supporters and I also have my own ideas as to just how sincere certain senior DPP members are. I always look at the bigger picture and in the past, I openly showed my support for former DPP chairperson Tsai Ing-wen (蔡英文), which may have offended some in the pan-green camp.
Recently, I have had some contact with Su at public events and have sensed his sincerity in addition to paying close attention to his recent statements and actions. I therefore do not think his dropping out of the race was an act of political calculation.
After former premier Frank Hsieh (謝長廷) also announced he would be withdrawing from the race for DPP chair, Tsai said that she was willing to “shoulder responsibility.” Tsai is between the DPP’s big leaders and its coming generation of leaders and enjoys a lot of support. It is good for the DPP to have her run. If this did not happen, the DPP chair elections would be surrounded by a lot of confusion.
However, the most important question is what sort of responsibility she was referring to.
When former president Lee Teng-hui (李登輝) was in power, he often talked about how he kept the desires of the public close to his heart at all times.
What did people want back then? When 500,000 people took to the streets of Taipei on March 30, they expressed what they wanted, and they have also expressed what they want in opinion polls.
The Sunflower movement began because of resistance to a lack of transparency regarding the cross-strait service trade agreement. The agreement not only pertains to Taiwan’s sovereignty, it will also affect democracy and the prospects of Taiwan’s younger generations.
On April 9, during the last night of the student occupation of the Legislative Yuan, the students gathered around to discuss their worries and express their innermost thoughts.
Given the lively atmosphere, I did not hear what was being said all that clearly. However, I did notice a group of students who came down from the second floor of the legislature and had been working hard during the entire occupation. They were visibly more emotional and radical.
On the second floor of the legislature, they hung horizontal banners that read: “Liberate the enslaved workers!” These banners were later interpreted as an expression of young people seeking liberation from the NT$22,000 starting salaries that are now the norm.
This just shows the great impact these low salaries have had on the younger generation. If the trade pact is rushed through the legislature, this situation will only become worse.
Tsai lost in the last presidential election. In her mild manner, she equated the Republic of China with Taiwan in order to attract more median voters. However, she was not critical enough of how President Ma Ying-jeou (馬英九) has been selling out Taiwan and of China’s meddling in Taiwan’s affairs.
This caused people to lose confidence in Tsai’s ability to assert Taiwan’s sovereignty.
This should not be a matter of always opposing anything related to China, but rather a principle that must be followed in all dealings with China and a central element that separates the DPP from Ma and his “comprador” group.
This principle has to be followed in the future to increase the confidence of the Taiwanese and it is also the only way party politics can be merged with civic movements.
